The meeting of the Texas Shrine Clown Association was called to order by President Bennie “BE BO”

Bowers at 2:00 PM on March 2, 2002.


Chaplain Al “Freckles” Gray offered invocation and followed by leading the membership in the Pledge of Allegiance to the American Flag.


President Bennie Bowers welcomed everyone to San Antonio, Texas and thanked everyone for their support and participation in the daily activities at midwinter.


The following T.S.C.A. Officers were introduced by President Bennie Bowers.  Parliamentarian Randell Dunn, Chaplain Al Gray, Secretary/Treasurer Bob Mantle, 2nd Vice President George White, and 1st Vice President Jim Fite.  After introducing the head table President Bennie Bowers introduced Assemblyman Barney Johnson.


President Bennie Bowers then requested a T.S.C.A. Unit roll call.  Roll call was given by Secretary/Treasurer Bob Mantle.  During roll call each unit President was given the opportunity to introduce their Divan Members and Dignitaries.


There were fourteen (14) clown units out of eighteen (18) present at the meeting.  The following clown units were not in attendance.  Al Amin Corpus, Al Amin Pharr, Khiva Amarillo and Maskat of Wichita Falls.  All clown units have paid their dues for 2002 except Suez of San Angelo.  A letter has been sent to the Khiva clown unit is Amarillo to remind them that their 2001 dues has never been submitted and to compete at TSA they need to bring their dues current.


President Bennie Bowers called for the reading of the T.S.C.A. breakfast minutes of June 8, 2001.  A motion was made by Joe Cole and seconded by Pete Peters to waive the reading of the minutes and let them stand as they are written.   The motion carried by the show of hands.  It was noted a copy of the minutes are posted on the Texas Shrine Clown Web site for viewing.


President Bennie Bowers called for the reading of the treasurer’s report by Secretary/Treasurer Bob Mantle.  A complete detailed financial summary was read to the assembly.  Secretary/Treasurer Bob Mantle reported the beginning balance as of May 8, 2001 was $3,306.15.  From May 8, 2001 through February 22, 2002 there has been $2,116.28 deposited into the account.  There has been $868.09 in expenses through February 22, 2002.  Leaving a balance in account as of February 22, 2002 $4,554.34.


The members were reminded that the Associations funds are being tracked through the software account Quicken 2000.  A motion was made and seconded to accept the treasurer’s report as read.  The motion passed by unanimous vote.


Joe Cole Past TSCA President made a motion to make a $150.00 donation to the International Sneaker Fund in memory of all the deceased members of the association.  The motion was seconded by Randell Dunn and the motion passed unanimously.

President Bennie Bowers called for the Black Camel Report of all deceased members since the last Association meeting.  The following names were read.  J.O. Roberts, Irving Schwartz and B.A Box, all members of the Alzafar Nemnuf Clowns.  R.B.Brown and Charlie McCord of El Mina Nem Loof Clowns.  Calvin Skinner of the Hella Clowns, Delbert Stone of the Khiva Lubbock Clowns, Jack Elston of the Moslah Clowns and C.W.Wise of the Sharon Clowns.  These names will be posted on the

TSCA web site under the Black Camel listing.


President Bennie Bowers offered the floor to Past President Joe Cole.  Joe Cole made a motion to pay our web master Barry Lucas a fee of $100.00 for keeping the Association web site data current.  A motion was made to pay Douglas King $100.00 for hosting the Clown web site.  A letter was read to the members to pay $75.00 to register the Texas Shrine Clown name on the World Wide Web for the next five years for a fee of $75.00.  All three motions were voted on and passed by unanimous vote. 


Joe introduced the members of I.S.C.A. in attendance.  He thanked them for taking the time to come to San Antonio and for judging our events.


TSCA skit, parade, and business meeting information was not available at the midwinter meeting.  This information will be sent to each unit President when it comes available.  This year skit, parade and business meeting will be held in El Paso, Texas, June 6,7, and 8th 2002


A roll call was taken and numbers were pulled for the units that will be competing in El Paso in skit and parade competition. Attached is the order of skit competition. (1) Suez San Angelo, (2)  Alzafar Nemnuf, (3) Khiva Lubbock, (4) Moslah, (5) Arabia Clown Jewels, (6) Sharon, (7) Hella (8) El Maida.


President Bennie Bowers offered the floor to Jim Fite.  Jim Fite made a motion that the Association procure an award to present to members of the Association for 25 years and over.  The recommendation was to have a cloth patch made with a silver border and the wording 25-year plus member.  The wording will be embroidered under the Association logo.  The motion was discussed and the membership agreed to the motion and to procure 100 patches at a cost not to exceed $400.00


Jim passed out buttons and talked about next years 2003 mid winter in Tyler.  Midwinter in 2003 will be March 6,7,8


A discussion was made from the floor about having balloon competition at midwinter in the future.  Suggestions were made to put something in writing and submit it to the Association Secretary/Treasurer so it can be discussed at the next business meeting.


The Khiva Clowns from Lubbock presented a check to the sneaker fund in the amount of $97.00.


President Bennie Bowers called for the election of new officers for the ensuing year 2002-2003.


President Bennie Bowers put into nomination the name of Jim Fite of the Sharon Clowns for TSCA President for the year 2002-2003.  The nominations were closed and Jim Fite was elected by acclimation.


First Vice President Jim Fite put the name of George White of Moslah clowns into nomination for first Vice President for the ensuring year 2002-2003.  The nominations were closed and George White was elected by acclimation.


President Bennie Bowers opened the nomination for 2nd Vice President.  Robert Huber Director of the Hella Shrine Clowns put up the name of Eddie ”Fireplug” Cox.  Eddie Cox was qualified to be nominated to the office of 2nd Vice President by meeting all the requirements according to the TSCA Bylaws.  There being no other nominations the nominations were closed and Eddie “Fireplug” Cox was elected to the office of 2nd Vice President.


President Bennie Bowers then opened the nomination for Secretary/Treasurer.  Randell Dunn of Hella Temple put up the name of Bob “Checkers” Mantle for nomination.  There being no further nominations, the nominations were closed and Bob “Checkers” Mantle was elected to the office of Secretary/Treasurer.


President Bennie Bowers then opened the floor for nomination for Parliamentarian.  Robert Huber of the Hella Clowns nominated Randell “Randy” Dunn to serve as Parliamentarian for the ensuing year 2002-2003.  There being nom further nominations the nominations closed and Randell ”Randy” Dunn was elected Parliamentarian.


President Bennie Bowers then open the floor for the election of three Assemblymen.  The following nobles were elected to serve as Assemblyman for the ensuing year 2002-2003.  Dewayne “PopCorn” Cockran of the Sharon Clowns, Wayne ”YO YO” Duncan of the Alzafar Nemnuf clowns and Larry “BOBO” Sonnier of the El Mina Nem Loof clowns.


President Bennie Bowers thanked everyone again for attending this years mid winter meeting and explained the dress code for the Saturday evening dinner.


President Bennie Bowers then offered the floor to any noble who had anything to offer for the good of the Association.


George “Pudgie” White 2nd Vice President invited everyone to attend the annual Moslah roast following the business meeting.


TSCA Chaplain Al Gray gave the closing invocation.


There being no further business the meeting adjourned in peace and harmony.
